What are PullMeter rarity tiers?

PullMeter groups every card into five tiers (Common, Uncommon, Rare, Ultra-Rare and Grail) based on its printed rarity, its price percentile within the set, and cited pull odds where they exist. Right now, 92 cards are Grail tier. See the rarity chart and exact rules.
